Aid and growth regressions

چکیده
This paper examines the relationship between foreign aid and growth in real GDP per capita as it emerges from simple augmentations of popular cross-country growth specifications. It is shown that aid in all likelihood increases the growth rate, and this result is not conditional on ‘good’ policy. There are, however, decreasing returns to aid, and the estimated effectiveness of aid is highly sensitive to the choice of estimator and the set of control variables. When investment and human capital are controlled for, no positive effect of aid is found. Yet, aid continues to impact on growth via investment. We conclude by stressing the need for more theoretical work before this kind of cross-country regressions are used for policy purposes. JEL classification: O1; O2; O4; C23

The Impact of Aid and External Debt on Growth and Investment
What happens if HIPC debt relief resources are not additional? We seek to answer this question by quantifying the impact of debt service payments and aid flows in crosscountry growth and investment regressions. Based on the regressions we assess the likely impact of debt relief with and without changes in the aid flows. The result is that one-for-one changes in debt service payments and officia...
متن کاملOn the Empirics of Foreign Aid and Growth
This paper takes a fresh look at three issues in the aid effectiveness debate. First, we assess the theoretical case for foreign aid. Using an endogenous growth version of the standard overlapping generations model, we show that aid can be an effective policy tool in spurring growth in poor countries. This model also furnishes a theoretical foundation for the approach taken in many empirical st...
متن کاملOn Aid, Growth, and Good Policies
This paper provides a critical analysis of the growth regressions in Burnside and Dollar (2000). First, we analyze the relation between aid and government expenditure in a modified neoclassical growth model. We find that while good policies spur growth they may at the same time lead to decreasing effectiveness of foreign aid. Second, we show that the econometric results in Burnside and Dollar e...
متن کاملCan Aid Generate Growth in Africa ?
The paper discusses the impact of foreign aid on economic growth in Africa. After brief discussion about growth determinants it goes on to review the available evidence about the impact of aid on African economic growth. Evidence from both cross-country regressions and country studies is considered, and issues relating to economic policy, governance, ownership, and sustainability are identified...
متن کاملIs there an Aid Laffer Curve ?
Comparing aid flows in the 1990s with those from the 1970s make it clear that there are now many more countries receiving what may be termed "high aid" (say in excess of 30 per cent of GNP) and that there has emerged a group of countries receiving very high aid. Whilst never formally considered in the literature, there is a feeling that such high aid may do more harm than good, a notion which m...
